Low-VOC and Zero-VOC Paint: What the Labels Actually Mean
What VOC numbers measure, the tinting loophole that catches people out, and when low-VOC genuinely matters.

VOC ratings measure volatile organic compounds in grams per litre, flat paints are capped at 50 g/L and non-flat at 100 g/L under Canadian regulations, while "zero-VOC" generally means under 5 g/L. The important caveat is that the rating usually applies to the untinted base: adding colourant, especially for deep or saturated colours, can push a "zero-VOC" paint measurably above zero. Low-VOC genuinely matters for nurseries, pregnancy, asthma and chemical sensitivity, and in condos where ventilation is limited.
What a VOC actually is
Volatile organic compounds are carbon-based chemicals that evaporate at room temperature. In paint they serve real functions, controlling drying time, helping the film level out, and keeping the coating workable, and as they evaporate they enter the air you breathe.
That evaporation is what produces the classic paint smell, and it is why ventilation during and after painting has always mattered. Short-term exposure at typical residential levels commonly causes headaches, dizziness and eye or throat irritation. The concern is greater for people with asthma or chemical sensitivity, during pregnancy, and for infants.
Regulation has changed the picture substantially over the past two decades. Canadian limits cap most architectural coatings well below where they sat in the 1990s, and modern low-VOC products perform comparably to their higher-VOC predecessors, which was genuinely not true in the early years of the transition.

The tinting loophole
This is the part that catches people out, and it is worth understanding before you pay a premium for a zero-VOC product.
The VOC figure printed on a can almost always applies to the untinted base. Colourant is added at the store, and traditional colourants contain VOCs of their own. A deep, saturated colour requires substantially more colourant than a pale one, so a "zero-VOC" base tinted to a deep navy can end up meaningfully above zero in the can you carry home.
Major manufacturers now offer zero-VOC colourant systems, which resolve this properly. If VOC content genuinely matters for your situation, ask specifically whether the colourant is zero-VOC as well as the base. It is a question most paint counters can answer immediately, and it is the difference between a real zero-VOC job and a marketing one.
Zero-VOC does not mean odour-free
People are frequently surprised that a zero-VOC paint still has a smell. Zero-VOC is a regulatory measurement of a specific class of compounds, not a guarantee that nothing evaporates.
Paints contain other ingredients, ammonia, glycols, biocides and preservatives, that produce odour without counting as VOCs under the regulatory definition. So a zero-VOC paint is meaningfully better for air quality than a high-VOC one, and it may still smell for a day.
If odour specifically is the concern rather than VOC content, look for products marketed as low-odour, and ventilate regardless. Ventilation remains the most effective single intervention no matter what product you use.
When it genuinely matters
- Nurseries and children’s rooms. Infants breathe faster relative to body weight and spend more hours in one room than anyone else in the house.
- Pregnancy. The standard advice is to avoid painting personally and to ventilate thoroughly if painting is happening in the home.
- Asthma and chemical sensitivity. VOC exposure is a recognised trigger, and the difference between a 5 g/L and a 90 g/L product is noticeable to someone affected.
- Condos and apartments. Limited ventilation and shared air handling mean what you apply affects your neighbours, not only you.
- Occupied commercial space. It is the difference between a space being usable the next business morning and needing a weekend to clear.
- Basements. Poor air exchange below grade means anything that evaporates lingers considerably longer.
What to do regardless of product
- Ventilate during application and for 48 to 72 hours after, using cross-ventilation rather than a single open window.
- Keep infants, pregnant people and anyone with respiratory sensitivity out of freshly painted rooms for at least 48 hours where practical.
- Paint nurseries several weeks before the room is occupied, not the week of.
- Do not sleep in a freshly painted bedroom on the first night if you can reasonably avoid it.
- Seal partly used cans properly and store them away from living space.
